Background
Khuren Tolgoi Coal Mine is an operating coal mine located in the Nariin Sukhait coalfield in Gurvantes district, Ömnögovi Province, Mongolia. The Nariin Sukhait area is one of Mongolia’s major coal-producing regions and hosts several mining operations exploiting different licenses within the same coal deposit.[1]
The mine has been operated by Khuren Tolgoi Coal Mining LLC. The company originated as the Qinhua-MAK Nariin Sukhait joint venture and was later reorganized and registered under its current name.[2]
Mining licenses within the Nariin Sukhait coalfield were issued in the early 2000s as Mongolia expanded development of its South Gobi coal resources. The Khuren Tolgoi mining license was issued in 2003 and covered an area of approximately 70 hectares, with validity until 2033.[3]
Coal produced from the Nariin Sukhait coalfield has been transported to China through the Shivee Khuren–Ceke border crossing.[4]
Industry reporting in 2025 indicated that the Khuren Tolgoi operation could approach depletion of its remaining economically recoverable reserves, with discussions reported regarding the potential closure of the mine once remaining coal resources are exhausted.[5]
According to the Mongolia Extractive Industries Transparency Initiative (EITI), a total of 10,2 million tonnes of coal had been produced from the Khuren Tolgoi coal mine since the start of operations. In 2022, coal production amounted to 757.8 thousand tonnes, while the production plan for 2023 was 4.5 million tonnes.[6]
