Background

"La Camacha Coal Mine" (Proyecto La Camacha) is a shelved coal mine proposal in Toledo, Norte de Santander, Colombia.

It was a proposed greenfield underground metallurgical coal project comprising six mining titles — FGS-16301X, FGS-16302X, FGS-16303X, FGS-16304X, FGS-16305X, and FGS-16308X — in the municipality of Toledo, Norte de Santander, with Toledo as its area of influence. The deposit was described as sedimentary metallurgical (coking) coal. No capacity, annual production, employment, or investment figures were reported. Mineral reserves and resources were listed as under evaluation under the ECRR standard as of September 2022. The stated mine life was 19 years.[2]

Licensing status

As of September 2022, no environmental licence had been requested from CORPONOR and no PTO had been submitted to the ANM. The project was blocked from advancing because part of its concession area overlapped with the Cocuy Forest Reserve (Reserva Forestal del Cocuy), established under Law 2 of 1959. The proponent had applied for a suspension of obligations pending the outcome of a formal area subtraction (sustracción) process before the Ministry of Environment, a prerequisite for any mining activity in the affected zone.[2]

The legal prospects for such a sustracción were further complicated by a 2024 ruling on a different project. In August 2024, Colombia's Consejo de Estado partially annulled a separate mining concession (contract GKT-081, held by Enco Mining / DDI Mining) because 25% of its area overlapped with the same Cocuy Forest Reserve, ruling that the theoretical possibility of sustracción did not make mining permissible in forest reserve zones in the interim.[3]

Mining title FGS-16304X, one of the six titles comprising the La Camacha project, was listed as terminated in the ANM national mining registry as of March 2026.[4]

Ownership

The project was held by Carbomine S.A.S. as investor. No operator was identified in the September 2022 ANM profile. The project contact email indicated an association with Frontier Coal (CI Frontier Next SAS), a Colombian company founded in 2003 and specialising in the operation and commercialisation of thermal and coking coal in Norte de Santander, with its main underground operation — Mina La Gitana — located in Sardinata.[5] No parent company was identified in publicly available sources as of March 2026.
