Background

La Fortuna Coal Mine (Proyecto La Fortuna) is a cancelled coal mine proposal in La Jagua de Ibirico, Cesar, Colombia.

La Fortuna was a proposed greenfield thermal coal project under mining title OG2-083716 in the municipality of La Jagua de Ibirico, Cesar department. As of the August 2021 ANM project profile, mine type, capacity, and annual production were all listed as under evaluation. Mineral reserves and resources were under evaluation under the ECRR standard. The project reported a resource potential in excess of 300 million tonnes of thermal coal, with coal qualities expected to be similar to those of surrounding operations in the Cesar basin. The stated mine life was 27 years. Total investment was reported at US$20 million, of which US$3 million had been executed as of August 2021.[2]

Licensing status

As of August 2021, the project was in the exploration stage and had not commenced environmental licensing. No PTO had been submitted to the ANM. The mining title OG2-083716 was listed as terminated in the ANM national mining registry as of March 2026.[3] Therefore the project has been considered cancelled.

Ownership

The project was operated by Gamma Mining S.A.S., with La Fortuna Coal S.A.S. and Juan Patricio Villalba Gómez listed as investors. No parent company was identified in publicly available sources as of March 2026.[2]

Location

The project was located adjacent to Drummond's Pribbenow coal mine in the Cesar coal basin, one of Colombia's principal thermal coal-producing regions. La Jagua de Ibirico municipality, which hosted the project, was also the location of the former Prodeco La Jagua mine, which ceased operations in 2021 when Glencore's subsidiary Prodeco handed back its mining contracts to the Colombian state citing uneconomic conditions, resulting in the loss of more than 1,200 direct jobs and severe economic consequences for the municipality, which had relied on mining royalties for approximately 85% of its revenue.[4]
