Background

The project occupies the former Alcoa East aluminum smelter facility, a 1300 acre site about 9 miles east of Massena. The inactive plant was converted to mine cryptocurrencies in 2018.[1] It is located on the Saint Lawrence River, which provides hydroelectric generation, although it is unclear if a power purchase agreement exists between Coinmint and local hydro power generators. The facility's substation provides a maximum of 435 MW, although the electrical load may fluctuate. In 2018, the facility was the largest data center in the United States and one of the largest in the world.[2] In 2022, it may still remain the largest in the United States, although the Whinstone facility in Texas was on track to scale to 750 MW. The city of Massena had previously placed a moratorium on new cryptocurrency operations until it had time to issue new rules regulating the industry.[3]
