Background

The Bangladesh Power Development Board (BPDB) sought proposals from private generators to build, own, and operate coal plants. Among the projects, one would be near Maowa (Mawa) in Munshiganj district.[1][2][2][3]

The BPDB stated that one of the proposed power stations would be on land "at the bank of river Padma (10 km up or down stream of Proposed Padma Bridge), Maowa, Munshiganj, Bangladesh." In preliminary documentation for the project, BPDB stated that the private developer would be responsible for locating and purchasing the site and arranging coal supply and loading facilities.[4]

According to January 2014 reporting, the BPDB "signed 3 IPP contracts for coal fired power generation with Orion groups for 1,200 MW (522 MW plant at Mawa, Munshiganj, 300 MW plants at Labanchara, Khulna and at Anwara, Chittagong)...As per the contract, the PDB agreed to buy per kilowatt hour (each unit) electricity at 5.8497 US cents (Tk 4.095) from Mawa plant..."[3]

According to May 2014 reporting, Orion Power Dhaka Ltd signed agreements worth US$191 million with GE (USA) for a steam turbine generator and with Doosan (South Korea) for a boiler turbine generator for a 660 MW plant.[5]

A January 2016 article said Orion applied for an EIA in July 2013, and was awarded a "conditional EIA" in July 2015, with conditions including flue-gas desulfurization equipment. Orion said the conditions raised project costs prohibitively and requested a supplementary tariff.[6]

A 2016 article in Energy Central described three Orion Group projects – the Mawa power station, the Chittagong power station (Orion), and the Khulna power station (Orion) – as "underimplemented".[7]

In March 2018, Orion Group said it was still trying to acquire land for the project.[8] The plant was planned for commissioning in 2022.[9]

Project cancelled by government

On November 19, 2020, The Daily Star reported that Bangladesh's power, energy and mineral resources ministry had finalized an energy plan that cancelled all coal plants except five under construction. The Mawa power station would likely be cancelled as a result. The ministry will soon send the plan to the Prime Minister's Office for review.[10]

In June 2021, the Bangladesh State Minister for Power, Energy, and Mineral Resources announced the government was officially dropping ten coal plant projects in its master energy plan totaling over 8 GW of power due to delays in implementation. The Mawa power station was among the ten cancelled coal plants.[11]

Gas plans

In October 2021, the Daily Sun reported the following:

"In June 2021, the government scrapped (...) Mawa 522 MW coal-fired power plant (...) owned by Orion Group. Then the government decided to convert [Orion Power Dhaka Ltd (OPDL)'s] 522MW Gazaria proposed coal-fired power plant [] to clean fuel RLNG or other renewable energy, officials said. OPDL submitted a proposal to BPDB about the “substitute” location for implementing the RLNG-based power plant, sources said. In the proposal, the OPDL said it will implement the plant with GE equipment and is interested to sign a Gas Supply Agreement with state-owned GTCL. The proposal said it may also implement the project with its own facility of Floating Storage and Re-gasification Unit (FSRU) subject to approval. On October 10, 2021, the BPDB forwarded the proposal to the Power Division for allocating the substitute location at Moheskhali for Orion Power Plant. Power Plant will need around 30 acres of land at Moheskhali, officials said. On July 11, 2021, the Bay of Bengal Power Company Ltd decided to set up RLNG-based power plants replacing coal power plants, according to official sources. The government already decided not to implement any coal-fired plants at Maheskhali."[12]

In November 2021, a media source reported that after failing to set up a 522-megawatt coal-fired power plant in Munshiganj, Orion Group now wants to build a 726-MW RLNG/natural gas-based combined cycle plant at Maheshkhali Island under Cox’s Bazar district. Orion proposed that the Maheshkhali power plant would be a substitute for its coal-based one in Gazaria of Munshiganj.[13]
