Background
The Mine at Binh Minh is a coal mine in Ha Long City, Quang Ninh Province, Vietnam, operated by Hon Gai Coal Company, a subsidiary of the state-owned Vietnam National Coal – Mineral Industries Group (Vinacomin/TKV).[11] The mine has operated as a surface pit since 2010 at the -75 to -220 metre level, entering a declining-output phase expected to conclude in 2026.[11] It sits within the wider Quang Ninh coal basin, described in a 2022 geological study as containing medium-to-thick coal seams of variable thickness.[12]
To sustain output, Hon Gai Coal Company broke ground in November 2023 on an underground project mining below the -220 metre level, licensed under permit No. 369/GP-BTNMT.[13] The project has a total investment of 1,100 billion VND, raw coal reserves of about 9 million tonnes, a design capacity of 500,000 tonnes per year, and a planned 21-year mine life at the -220 to -350 metre level, worked via two longwalls (one mechanized, capacity 300,000–350,000 t/yr; one chock-shield, 200,000–250,000 t/yr), with raw coal delivered directly to Hon Gai Coal Preparation Company.[11][13]
As of mid 2025, the project was on track to bring its first mechanized longwall into production in early 2026 and its second in 2027, reaching full design capacity; it is one of several underground developments TKV has pursued in Quang Ninh as surface-mine output regionwide continues to decline.[14][15]
