Background

Mine at Khe Sim (also known as Tây Khe Sim Mine) is an operating coal mine located in Dương Huy, Cẩm Phả, Quảng Ninh Province, Vietnam.[10] It is owned by Ha Long Coal Company, a subsidiary of Vietnam National Coal (Vinacomin).[11]

In February 2021, police busted a large-scale illegal coal mining operation at Vỉa Dày, Tây Khe Sim, within the mining area managed by Ha Long Coal Company in Quang Hanh ward, Cẩm Phả city.[11] Authorities detained 50 people and 54 vehicles, and seized approximately 100,000 tonnes of coal worth about VND 200 billion, along with VND 2.7 billion in cash and related documents.[11] The investigation found that private enterprises and individuals colluded with employees of Ha Long Coal Company and Khe Sim Coal Company, using contracts for soil and rock removal as a cover for illegal coal extraction.[11] 12 defendants were prosecuted for violating regulations on research, exploration, and exploitation of resources under Article 227 of the Penal Code.[11][12]

In June 2026, authorities inspected flooding in the Khe Sím area in Mông Dương Ward, where 115 households reside, citing the area's bowl-shaped topography, narrowing stream beds, climate change, and coal mining activities as contributing factors; local authorities recommended relocating affected households.[13] Mineral reserves in Quảng Ninh and Ninh Bình were also approved in a related government decision.[14]
