Background

The Mugunsky Coal Mine (Мугунский разрез -Тулунуголь) is an operating surface coal mine in Irkutsk Oblast, Russia.

The Mugunsky coal mine is owned and operated by a branch of Vostsibugol LLC, which in turn is owned by En+ Group.[6][7]

The mine is listed as part of the Tulunugol branch, together with the older Tulunugol-Azeisky coal mine, even though the two mines are about 50 km apart.[8] The mine has a capacity of 7 MTPA, according to an outdated Vostsibugol website.[9] Despite its size, information about the mine's operations is very limited. Wikimapia states that the mine produced 51.2 million tonnes of coal between 1992 and 2007, or an average of 3.4 MTPA.[10] 2016 production was 4.2 million tonness, according to Wikipedia.[11]

Joint production of the Azeisky mine and the Tulunugol-Mugunsky coal mine in 2018 was 7.5 million tonnes.[12] In the first half of 2022, the combined production of Tulunugol mines (Mugunsky and Tulunugol-Azeisky coal mine) was 2.25 million tonnes, which was 21% higher than in the same period in 2021.[13] In 2023, joint production reached 7.8 million tonnes[14], while Tulunugol-Azeisky coal mine was said to contribute about 1.8 million tonnes.[15]

Expansion

In July 2018, Vostsibugol paid 45 million roubles (about $650,000) for the rights to a new block to the southeast of the existing mine, with an additional 37 MT of reserves. Vostsibugol planned to mine this new block by 2021, adding 2.5 MTPA of production.[16][17] In August 2021, the site was being prepared and a power transmission line was being built to power the mining equipment.[18] As of August 2023, there was no further news on the project.

A government document dated December 2023 listed Mugunsky Yuzhny as a new coal mine that started operations in 2021, producing lignite. It is owned by a separate entity Razrez Mugunsky Yuzhny LLC but is also owned by Vostsibugol LLC.[19][20] Therefore it appeared that the new section started operating under a separate legal entity.
