Background

Munaysky coal mine (Мунайский Разрез) is a surface coal mine in Altay, Russia.

The mine is owned by Munaysky Razrez LLC, which appears to be owned mostly by private individuals. [3] It is the only mine in the Altay region.[4]

The lignite coal deposit in the territory of the Solton district was discovered in the 19th century, but almost no one was engaged in its development. In 1988, Novosibugol took over the development. After that the mine changed owners several times. New investors from Kuzbass started to restore the mine in 2005.[5]

TV news report from 2019 referred to restarting of mining works at the mine with a view to bring it to target production level within 3 years.[4] Another media source from 2019 referred to annual production level of 70 thousand tonnes with a plan to increase it to 0.2 million tonnes per annum.[6]

In December 2021 it was reported that the mine has difficulties signing contracts with the local municipal heating companies as their tenders only specify bituminous coal, while the mine produces lignite.[4]

As of May 2023 the mine's production was stated at around 90 thousand tonnes.[7] Tender requirements for bituminous coal (rather than lignite) and non-payments by the municipal companies were stated as the factors constraining the mine's production, although it can produce up to 0.5 million tonnes.[7]

A circular road to the coal mine was built in 2022 using the funds of the subsidised loan from the Federal budget.[7]
