Background

The Novokazansky-2 coal mine (разрез Новоказанский-2) an operating surface coal mine near the town of Bolshaya Talda, in the Prokopyevsky and Novokuznetsk districts, in Kemerovo Oblast, Russia.

The Novokuznetsk coal company Resurs LLC (OOO "Ресурс") acquired the Novokazansky-2 site in 2017.

The mine began operations in 2019 with capacity of 1-3 mtpa. By 2020, the company reported that the mine's capacity is 5.5 million tonnes per annum. The project is part of the Russian Government's 'Programme for the Coal Industry Development to 2035' (from June 2020).

Jointly with Kyrgaisky Sredniy coal mine also owned by Resurs LLC, the Novokazansky-2 coal mine mine produced 7.4 million tons in 2020, 7.1 million tonnes in 2021 and 8.5 million tonnes in 2022 (total for Resurs LLC). No individual break-down was available.

As of 2021, the majority of coal produced by Resurs was exported.

In 2023, the two coal mines of Resurs decreased coal production by 14% to 7.3 million tonnes. In 1H 2024, coal production declined further by 16% compared with the same period in 2023 to 3.38 million tonnes.

In August 2024, the South Siberian Interregional Directorate of Rosprirodnadzor issued an integrated environmental permit (KER) for the Novokazansky-2 site (facility code 32-0142-001059-П).

Incidents and Enforcement Measures

In March 2025, the Novokuznetsk District Court suspended open-pit mining operations at the Novokazansky-2 site for 90 days following an inspection by the Siberian Directorate of Rostechnadzor, which identified an active endogenous fire on the Northern wall of the pit and multiple industrial safety violations by operator Resurs LLC. The company had failed to classify the affected area as a hazardous zone, implement required fire suppression measures, or establish monitoring procedures for spontaneous coal combustion.

Expansion

In January–February 2025, Resurs LLC conducted public consultations on the environmental impact assessment for the second phase of mining operations at the Novokazansky-2 site, carried out by Sibgeoproject LLC; the consultations, held in survey form, received zero submissions from the public and were declared completed with no objections recorded.
