Background

Novovolynskaya No 10 Coal Mine is an underground coal mine in Volyn Oblast, Ukraine. The mine's construction began already in 1989 with planned capacity of 0.9 Mtpa. As of 2021, it was regarded as 87% complete. Reserves would be sufficient for 20 years of operations. The mine has been planned for privatization since 2018.[5][6]

It is the only mine that has been built in independent Ukraine. Construction has been suspended since 2018 when the government began to allocate funds only for maintaining the complex in an accident-free condition.

At the end of 2022, the state-owned enterprise "Directorate for the construction of objects" announced a tender for the development of a technical and economic justification of the "inexpediency" of the completion of the mine. State-owned "Ukrndiproekt"" was awarded the contract. However it seemed that the work under this contract has not been completed as in August 2023 the contract was terminated. Another contract was awarded in September 2023 to "Naftogazmontazh".[7] One of the concerns has been the low quality of coal in Volyn, which needs to be enriched.

As of October 2023, 105 workers maintained the mine in normal condition and 29 miners were working underground.[7]

In January 2024, there were rumours of imminent privatization of the mine. The branch of the State Property Fund, which deals directly with issues of mine privatization, announced the purchase of services for the production of technical passports for the assets of the mine. The current workers and managers of the mine were concerned about the unexpected consequences of privatization, such as failure to properly maintain and actually commission the facility. A lot of funds was spent to develop the mine - 1.7 billion hryvnias (about USD 45 million). According to the miners, 900,000 tonnes of coal could be mined in a year's time.[8]

In May 2024, the workers' union reported that the plans for privatisation appeared to have been shelved and that the mine was instead being prepared for launch, albeit at a slow pace due to insufficient funding. Several tenders had been conducted for mine degassing and equipment repair works. The acting director stated that no specific timeline for the start of operations could be given, and that progress depended on national conditions.[9]

As of October 2024, the mine was asking for 300 million hryvnias (approximately $7 million) from the state to finalize construction and start operations. The project had been developed, and regulatory and legal frameworks were in place to start operations. The funds were required for equipment repairs, miners' salaries, electricity, and pit preparation. Coal production at Mine No. 10 "Novovolynska" could begin with 7 months from the start of financing. Three months after the start of coal mining operations, monthly production could be 10,000-14,000 tonnes of coal.[10]

By late 2025, the state enterprise managing the construction — Peredpuskova Dyrektsiya Shakhty No. 10 Novovolynska — had entered into liquidation proceedings, with its VAT registration cancelled as of August 2025.[11] Separately, in November 2025, the State Property Fund announced an auction for the state-owned stake in PrAT Ukrzakhidvuhlebud, the general construction contractor for the mine, with a starting price of 28.7 million hryvnias (approximately $0.7 million) — approximately half the nominal value — with conditions requiring the buyer to settle salary and budget debts within six months and retain the existing workforce.[12]

As of April 2026, the mine remains at 87.6% construction readiness and has never produced coal.[12] The liquidation of the state enterprise responsible for construction management and the absence of confirmed public financing suggest that completion in the near term is unlikely.
