Background

Pakri Barwadih coal mine is operated by National Thermal Power Corporation with a production capacity of 15 million tonnes per annum in Hazaribagh, Jharkhand, India.[4]

In December 2010, Leighton Holdings subsidiary Thiess won a $5.5 billion coal mining contract to develop and operate the mine, which will run over 22 years for the largest state-owned power generator National Thermal Power Corporation. Revenue is expected to be $500 million in the first five years, with peak production of 15 million tonnes to be reached in three years.[5]

India is the world's third-largest coal producer but the world's fourth-largest importer. More than half India's electricity generation is coal-fired. NTPC wants to more than double its power generation capacity by 2017 and produce more than a quarter of its own coal. As of 2010, its supply comes from Coal India and from imports.[5]

The mine commenced operation in April 2019.[6] The mine has faced heavy protests since July 2020. In August 2020, the state land and revenue commission ruled that NTPC failed to provide market rate to 8,000 surrounding landowners during acquisition. The report found that the "Compensations paid by NTPC to the displaced were not sufficient."[7]
