Background on Mine

Parbatpur is located near Jharia and was firstly allocated by the Petroleum Ministry to ONGC in January 2002 for coal bed methane (CBM). In July 2005, the Coal Ministry allotted the same block to Electrosteel Castings ltd (ECl) for coal mining purposes. The mine received environment clearance from MoEF&CC on 11 January, 2007[2], but was later on reallocated by Ministry of Coal to SAIl on 23 March 2016 and subsequently EC was transferred to SAIL[3] following the Supreme Court cancelling coal blocks en mass including Parbatpur block and the Government going for auction route.[4]

Electrosteel Castings Limited was allocated the coal mine for its iron plant and after much difficulty had extracted 0.76 Million Tonne coal till 31.03.2014.[5] After the cancellation of mine in wake of the coalgate scam, SAIL was realloteed but then SAIL couldn't make the mine operational and decided to surrender it after a report from MECON consulting on its viability and ONGC exploration of CBM in Parbatpur/Jharia Blocks.[4]

The mine is now proposed to be developed by Oil and Natural Gas Corporation Limited (ONGC), Coal India Limited (CIL) and Steel Authority of India Limited (SAIL). ONGC is proposed to produce Coal Bed Methane (CBD) from the mine and set a target production of ~2 MMSCMD from all the four CBM Blocks including Bokaro, Jharia & North Karanpura of Jharkhand currently in operation.[6] [7]
