Categories used for plant status in the GEM Global Steel Plant Tracker are defined as follows:
- operating: actively operating
- mothballed: plant ceased operations, but still has ability to reopen
- closed: plant ceased operations and no longer has ability to reopen (dismantling of units, re-purposing of facility)
- proposed: project proposed
- shelved: no significant action in advancing project for 2 years after proposal
- cancelled: no significant action in advancing project for 4 years after proposal
