Background
The Glushinsky, Shcheglovsky, and Latyshevsky coal mines (Глушинский, Щегловский, Латышевский участки) are a group of surface mines in Kemerovo Oblast, Russia. They are also referred to as Rover mines. They are owned and operated by Rover LLC.
Rover LLC was announced bankrupt in November 2021.[2] The process of bankruptcy has been ongoing since 2017.[3] As of 2017, historical capacity of the mines was stated at 0.8-1 million tonnes per annum, but actual production levels were much lower.[3] The bankruptcy procedure was said to be completed in 2019, according to one source.[4] Rover LLC was controlled by a businessman Timur Tsoriev.[5]
In November 2022, some mining equipment of Rover LLC was put up for an auction.[6]
The mines were assumed to be closed as of October 2022, however in June 2023 and in October 2023 there were media reports suggesting that the Glushinsky section is still being operated by Rover LLC, which is still undergoing the bankruptcy proceedings.[7][8] In particular, media reports referred to the suspension of the mine's activity for 90 days due to safety violations.[7][8]
According to materials cited in the bankruptcy proceedings, the production complex of Rover LLC included, in addition to the three surface mines, the Konyukhtinsky-Yuzhny underground mine (design capacity 600,000 t/year), a coal preparation plant (1.8 Mt/year capacity), a motor pool and a power management unit. The combined stated annual output capacity of the three surface mines was 3 million tonnes.[9]
In July 2021, Kemerovo-based Stroyservis JSC transferred 660 million rubles (approximately US$9 million) to Tsoriev as a deposit towards a proposed acquisition of a 50% stake in Rover LLC, which was intended to enable the termination of the bankruptcy proceedings. However, the transaction was subsequently challenged by Tsoriev's wife, and in March 2023 the court ruled it invalid, ordering the deposit to be returned.[9]
In January 2025, the bankruptcy proceedings of Rover LLC were still ongoing. The creditors' meeting of Rover LLC did not approve the transition from bankruptcy proceedings to external management. But the meeting approved terms and conditions for the sale of the property of Rover LLC as amended by the bankruptcy trustee, including various real estate objects, equipment as well as six coal extraction licenses (Shcheglovsky 12.1 million tons of remaining coal reserves, Glushinsky Severny 46.2 million, Volkovsky 5.3 million tons, Razrez Glushinsky 6.3 million, Latyshevsky 5 million tons and Komarovsky 44.4 million). The total amount of claims against Rover LLC is 574.8 million rubles, the largest shares are held by Kemerovo-based Sovremennye Gornye Tekhnologii LLC and by the Federal Tax Service, 145.5 million rubles, 25.31%.[10]
However it was not clear whether the mine was still producing. As of February 2026, in the absence of any information on the progress of the bankruptcy proceedings or the state of operations at the site, the mine was classified as mothballed.
