Background

The Glushinsky, Shcheglovsky, and Latyshevsky coal mines (Глушинский, Щегловский, Латышевский участки) are a group of surface mines in Kemerovo Oblast, Russia. They are also referred to as Rover mines.

The Glushinsky, Shcheglovsky, and Latyshevsky coal mines are a group of surface mines owned and operated by Rover LLC.

Rover has been announced bankrupt in November 2021.[2] The process of bankruptcy has been ongoing since 2017.[3] As of 2017, historical capacity of the mines was stated at 0.8-1 million tonnes per annum, but actual production levels much lower.[3] The bankruptcy procedure was said to be completed in 2019, according to one source.[4] Rover LLC was controlled by a businessman Timur Tsoriev.[5]

In November 2022, some mining equipment of Rover LLC was put up for an auction.[6]

The mines were assumed to be closed as of October 2022, however in June 2023 and in October 2023 there were media reports suggesting that Glushinsky section is still being operated by Rover LLC, which is still undergoing the bankruptcy proceedings.[7][8] In particular, media reports referred to the suspension of the mine's activity for 90 days due to safety violations.[7][8]
