Rudong LNG Terminal (Jiangsu Guoxin)

Rudong LNG Terminal (Jiangsu Guoxin), also known as 国信LNG接收站, 国信如东LNG储运调峰站, and 江苏省液化天然气储运调峰项目, is an LNG import terminal in China with units that are in construction.

Background
Rudong LNG Terminal (Jiangsu Guoxin) (国信如东LNG储运调峰站) is an LNG terminal under construction in Jiangsu, China. It planned operation by the end of 2025.[8]
Phase 1
Jiangsu Guoxin is developing an LNG terminal with 2.95 mtpa of receiving capacity in Rudong, Nantong, Jiangsu Province. The proposed LNG terminal located in the same artificial island offshore of the Rudong Port in Nantong as the Jiangsu LNG Terminal and proposed Rudong LNG Terminal.[9]
The terminal will include three 200,000 cubic meters of LNG storage tanks. The estimated investment is 5.2 billion yuan ($793.5 million).[9]
The construction began in November 2020[10], with completion aimed for 2023.[9][11]
Three storage tanks of the first phase completed in December 2023.[12]
Phase 1 is expected to commence operations in the first half of 2026.[13]
Phase 2
The second phase is planned to add another 200,000 cubic meters storage tank and a LNG receiving jetty with additional investment of 2.1 billion yuan and is expected to begin construction in November 2021.[11]
The Environmental Impact Assessment of the additional storage tank was asking for public review in January 2022.[14] By September 2022, the developer was in the process of obtaining the necessary governmental documents for the construction. According to these documents, after the new storage tank is built, the total receiving capacity will reach 6 mtpa.[14]
As of early 2023, there was no evidence that construction had begun for the second phase, and it was still considered proposed.
The second phase of Guoxin LNG terminal received permit for construction in September 2023.[15]By the end of 2023, the construction of the second phase has been ongoing. [12]
江苏国信如东LNG项目由国信集团所属江苏国信液化天然气有限公司负责建设运营，工程分两期实施，总投资约75亿元，其中，一期工程为江苏省液化天然气储运调峰项目，规划建成3座20万立方米LNG储罐及相应辅助公用工程设施，设计年接卸周转能力为295万吨，目前，3座储罐已基本建成。
获得核准的二期项目为液化天然气接收站工程，是一期项目的扩建工程，将建设1座LNG储罐及1座LNG专用码头。两期项目全面建成后，总罐容达80万立方米，最大储气能力为4.8亿立方米，最大日供气量可达6000万立方米，可保障全省全行业3天的用气量。项目配套的LNG专用接卸码头年装车能力为80万吨，年周转能力可达600万吨，对于服务全省天然气应急调峰和能源保供具有重要意义。[15]
On 20 January 2026, the project was included in the 2026 Major Project List of Jiangsu Province. [16]
