Background

Rustic Ridge Mine 1 (MSHA ID: 3610089) is an underground coal mine located in southwestern Pennsylvania's Donegal and Saltlick Townships, and operated by LCT Energy, LP.[5]

In 2021, LCT Energy submitted a proposal to expand Rustic Ridge's underground permit boundary by an additional 1,452 acres and its subsidence control plan area by an additional 1,412 acres. This expansion, which was approved in April 2025, raised the mine's underground acreage to 4,297 acres and its subsidence acreage to 4,151 acres.[5] (The mine's surface site covers an area of roughly 68 acres.)[7]

Environmental Concerns

Because the Rustic Ridge mine discharges into the nearby Champion Creek, it has garnered environmental attention, including from Pennsylvania's Mountain Watershed Association.[8][7]
