Background

The San Luis Mine (Mina San Luis) is a shelved underground coal mine proposal located in the municipality of Socha, Boyacá department, Colombia. The project is operated by Carbosocha S.A.S., with Carbones de los Andes S.A. (Carboandes) serving as investor. The mine is classified as a greenfield project.[2]

The planned mining method was mechanized underground, designed to European mine parameters with a maximum extraction capacity of 750,000 tonnes per year. Estimated annual production at the initial phases was estimated at 240,000 tonnes. The mine life was identified at 14 years. Total planned investment was US$14 million, of which US$3 million had been executed as of 2021.[2]

Licensing Status

The project is covered by a single active concession contract under Law 685, title FLD-14001X, held by Carbosocha S.A.S. (NIT 900408284), issued on November 11, 2008, with an application submission date of December 13, 2004. The concession covers the municipality of Socha, Boyacá department. As of March 2026, the title retained active status.[3]

Geology, Coal Quality and Resources

The deposit is part of the Formación Guaduas, a stratified sedimentary formation. The coal is classified as metallurgical coal.[2]

Mineral resources estimated under the ECRR standard stood at 2.6 Mt Indicated and 23.1 Mt Inferred. Mineral reserves remained under study as of 2021.[2]

Project Status

As of August 2021, the project had reached the detailed engineering stage. The Work and Operations Plan (PTO) had been approved by the ANM under Auto PARN No. 0206 of January 31, 2019. An Environmental Impact Assessment (EIA) was submitted to Corpoboyacá under filing No. 010839 of May 13, 2021, and the environmental license remained under review. Construction and operations start dates had not been established.[2]

As of March 2026, no public information was available indicating that the project had advanced beyond the detailed engineering stage or that the environmental license had been granted by Corpoboyacá, and the project was considered shelved.
