Background on Project

Xiaohaotu power station is part of the Shaanxi Coal and Chemical Industry Group's upcoming project, announced in 2020. Along with three other 2x1000 MW power plants (Yongxin, Yuandatan, and Erlintan), this plant will supply the Shaanxi area with energy. The company plans to complete construction by 2025, at the end of the Chinese government's 14th Five Year Plan.[1] The power plant will be built next to the Xiaohaotu No. 1 mine in the Yushen mining area of northern Shaanxi, which produces ten million tonnes of coal per year.[2]

Of the four announced Shaanxi Coal and Chemical Industry Group plants, the Xiaohaotu has advanced quite a bit. In March 2021, the Anhui Energy Bureau, Shaanxi Energy Bureau, and Yulin Municipal Development and Reform Commission planned to include the Xiaohaotu project as an alternative power point for the "Shaanxi Power to Anhui" electricity export line.[3] In June 2021, the power plant, which contracted the Fugu Energy Company for design and construction, obtained a letter from the Yuyang District Government approving preliminary work.[2]

The Shaanxi Coal and Chemical Industry Group has planned eight major infrastructure reserve projects (including the four cluster power plants) for the near future, with a total investment of 72.667 billion yuan.[4]

In 2023, with no apparent news in several years, the power station was presumed to be shelved.
