Background

The Shestaki coal mine (разрез Шестаки) is an operating surface coal mine in Kemerovo Oblast, Russia. Mining began at the Shestaki coal mine in 1970. The mine joined the Stroyservis group in 2000.

It produces around 0.9 million tonnes of coal per year.

In 2018, they planned to put into operation the Ubinsky section. This has been achieved and Stroyservis is reporting some environmental indicators and explosion activity separately for this section from 2017/2018.

There was also an official announcement about the addition of the Ubinsky section in 2018. RUB 3.5 billion was invested in the development of the site. The funds were used to purchase equipment (excavators, dump trucks, auxiliary equipment), build a 32 MW substation, power transmission lines, roads, a coal storage facility, and treatment facilities.

The border of the Ubinsky section is 1.3km from the village of Novorossiyka, the company states that any housing structures are outside of the border of the mine.

In 2021, the mine initiated a state environmental review process for a technical closure plan covering its original open-pit mining sections 1 and 2. Public hearings on the plan were held in September 2021 in the settlement nearby, with the stated aim of completing remaining coal reserves before the sections' eventual closure.

In 2022, all coal production seemed to represent met coal. In 2023, met coal production of the mine decreased by 26% reaching 1 million tonnes. However coal shipped to consumers reached a record high level of 1.6 million tonnes.

In June 2023, the Russian state design review authority Glavgosexpertiza approved construction of a new coal processing complex at the mine to handle output from the Ubinsky-1 section. The new facility would add 2 Mt/year of processing capacity alongside the existing 1 Mt/year plant. Construction was planned in two stages, beginning with the main building, coal receiving facilities, storage bunkers and conveyor galleries. A timeline for completion was not announced. The mine's railway station had previously been reconstructed to increase rail transport capacity to 2.6 Mt/year.

In December 2025, the Kemerovo Oblast Ministry of Coal Industry reported that the Shestaki mine had partially suspended operations. According to a regional news report, some mine workers were being transferred to other Stroyservice group enterprises. The company did not issue a public statement on the duration or scope of the suspension.

Mineral Exploration Activities

Beyond coal, the Shestaki mine has undertaken gold mining and mineral exploration in Kemerovo Oblast. As of mid-2024, it planned to invest 960 million rubles (≈ US$10.8 million) in prospecting works at the Severo-Ursky site, with field work scheduled for completion in 2028.
