Background
The Shinejinst Coal Mine (Шинэжинст нүүрсний уурхай) is a proposed surface coal mine in Bayankhongor, Mongolia. It is located approximately 210 km south of the provincial capital of Bayankhongor and 305 km from the Chinese border crossing at Ceke (Шивээхүрэн–Цэцэ).[6]
The mine is owned by Saker Resources.
Coal seams reach widths of up to 44 metres, identified during a 2015 drilling programme.[7] The average clean coal product yield is 77.8% at 9.8% ash content.[8] As of 2019, the Shinejinst deposit hosted 168 Mt of total JORC Resources and 88.3 Mt of Proved and Probable Coal Reserves.[9]
Construction of a haul road commenced in November 2011, and a preliminary 289 km pilot road connecting Shinejinst to the link road between Nariin Sukhait and the Chinese border has been completed, pending upgrading.[6] A starter pit was prepared for mining operations and bulk coal samples were delivered to potential customers. On 15 August 2016, Gobi Coal & Energy signed an agreement with the Mongolian Railway State Owned Shareholding Company (МТЗ) to build, develop, finance and operate a 330 km section of the Western Mongolian Vertical Railway connecting Arts Suuri in northern Mongolia to Shiveekhuren on the Chinese border, passing through both the Shinejinst and Zeegt coal mines.[10] In cooperation with a Chinese state-owned enterprise, a Chinese-registered company was established to build roads, a railway and a coal washing plant for the project.[11]
As of March 2026, the project has not commenced production. The mine is classified as shelved by the Global Coal Mine Tracker, with no substantive public updates reported since 2021.
