State Company for Iron & Steel Basra plant (الشركة العامة لصناعة الحديد والصلب), also known as United Brothers Holding, SCIS, is a steel plant in Khor Al-Zubair, Basrah, Iraq that operates electric arc furnace (EAF) and direct reduced iron (DRI) technology.

Background
The State Company for Iron and Steel Basra plant was originally established in 1971 by the Ministry of Industry and Minerals. Due to the war in Iraq, steel production stopped after 2003.[1] The ministry announced a new project to rehabilitate and restart the factory in 2018, and it opened again for steel production using an Electric Arc Furnace in 2025.[2][3] In collaboration with Chinese company Tsingshan, the government will also construct a new industrial city on a neighboring site, set to include a massive Direct Reduced Iron plant.[4][5] According to a news source, in 2023 a number of employees were arrested for forging financial documents.[6]
