Background

The Suoi Lai Extension Underground Mine Project (phase I) is an underground coal mine expansion project in Ha Long City, Quang Ninh Province, Vietnam, developed by Hon Gai Coal Company, a subsidiary of the state-owned Vietnam National Coal – Mineral Industries Group (Vinacomin/TKV).[8] Hon Gai Coal Company operates several dispersed, comparatively small and short-lived mine sites around Ha Long, and maintains average annual output of about 2 million tonnes of coal across its operations, generating annual revenue in the range of 2.6–2.8 trillion VND and providing stable employment for roughly 4,000 workers.[8]

The project has a design capacity of 700,000 tonnes of coal per year, which it was expected to reach by 2019, and is planned to operate through 2034.[8] Access to the underground workings is via a twin inclined shaft pair at level +32/-188 metres, constructed by the company's Workshop No. 5 (Giáp Khẩu) as part of works marking the 80th anniversary of Vietnam's coal-mining workforce in 2016.[9]

On 29 July 2024, an accident occurred at a longwall face at level -110, seam 12, within the project area, resulting in the deaths of five workers.[10] TKV and the coal workers' trade union each provided initial financial assistance of 20 million VND per deceased worker, and Hon Gai Coal Company provided an additional 100 million VND per affected family along with funeral costs and statutory benefits; the cause of the accident was under investigation at the time of reporting.[10] As with other underground mines in the Hon Gai coal-mining region, coal produced is anthracite, characteristic of the wider Quang Ninh coalfield, and is used mainly for thermal purposes.[11]
