Torbat Heydarieh Khorasan Steel Complex (مجتمع فولاد رخ تربت حیدریه, مجتمع فولاد تربت حیدریه, فولاد رخ), also known as Foolad Rokh, is a steel plant in Torbat Heydariyeh, Razavi Khorasan, Iran that operates direct reduced iron (DRI) and electric arc furnace (EAF) technology.

Background
The Torbat Heydarieh Steel Complex in Khorasan Province opened its first phase in early 2025 with a Direct Reduced Iron (DRI) unit and an Electric Arc Furnace (EAF).[1] The project has been widely described as the largest industrial project in the eastern part of Iran.[2] Despite that designation, the plant faced multiple issues with finances and permitting during construction, leading to a 2024 construction stoppage lasting several months which threw thousands of workers out of their jobs.[3]
