Tosyali Algerie Oran steel plant (شركة توسيالي الجزائرية التركية للحديد والصلب, Tosyali Algérie) is a steel plant in Bethiqua, Oran, Algeria that operates electric arc furnace (EAF) and direct reduced iron (DRI) technology.

Background

The Tosyali Algérie steel plant was commissioned in 2013 in the industrial area outside Oran and the port and gas terminal of Arzew.[1] Originally equipped with a scrap-based EAF, in 2015 the company announced it would invest in integrated DRI-EAF production.[2]

In 2018, the plant's first Midrex DRI unit began operating, at the time the largest DRI shaft furnace in the world. It has broken world records for daily, monthly, and annual production multiple times since it opened, including producing 2.28 million tonnes of iron in 2021.[3]

In July 2021, the company announced it would be expanding capacity with an electric arc furnace facility with 2.7 million tonnes in annual capacity, and another green hydrogen capable DRI plant with 2.5 million tonnes in capacity. The expansion commenced operations in 2024.[4][5] The new module then broke the plant's own production record in 2025, with 2.43 million tonnes of iron.[6]

The plant has also announced that it is considering adding a third DRI unit, also green hydrogen capable, with plans to export green iron to European steelmakers.[7]
