Background
The Tugrugnuur coal mine (Tugrug Nuur) is a surface coal mine in eastern Mongolia. The project is located in Bayanjargalan soum of Tuv Province, Mongolia, approximately 130 km southeast of Ulaanbaatar.[1] The deposit is part of the Choir-Nyalga coal basin.[2]
In 2007, the deposit was designated as strategically important under Resolution No. 27 of the State Great Khural.[3]
In July 2010, Ming Hing Waterworks Holdings acquired Tugrug Nuur coal mine, which was previously owned by Well Delight Holdings. The company planned to begin operations by Q4 of that same year.[4]
At the time of acquisition, the deposit was estimated to contain 92 million tonnes of coal.[5] A separate assessment confirmed 68 million tonnes of reserves within the company's 1,000-hectare licence area.[2] The coal is of Cretaceous age and does not meet the standard specifications for thermal coal.[2] In response, the company constructed a pilot facility to produce semi-coked processed coal, and conducted research into coal gasification, processing, and liquefaction.[2]
Initial production targets set at the time of acquisition called for 100,000 tonnes per month in the first quarter of operations, ramping up to 2 million tonnes annually in 2011 and reaching 8 million tonnes per year by 2019.[5]
In April 2025, SAMEH LLC, a shareholder of Togrog Nuur Energy LLC, was placed under criminal investigation by Mongolian law enforcement authorities on allegations including tax evasion, money laundering, fraud, and corruption. The Mongolian cabinet instructed the Minister of Justice to seek mutual legal assistance from authorities in the British Virgin Islands, the Cayman Islands, Hong Kong, and Singapore in connection with the investigation.[3]
Because there has been little to no public updates about this mine in recent years, its current status is unclear.
