Background

In February 2019, Portocem Geração de Energia Ltda submitted its environmental impact report for the Portocém plant[10], and in June 2019, the power station received its preliminary environmental license from Coema (the Ceará State Council for the Environment).[11]

The project, still in the development phase, was listed as a participant in Brazil's A-5 national energy auction in September 2021 and described as a two-unit plant with total capacity of 1671 MW (590 MW for Unit I and 1181 MW for Unit II, respectively).[12] Other sources had previously described the Portocém facility as a three-unit power station with total capacity ranging from 1346 MW[13] to 2189 MW.[10][14][15]

In December 2021 the Portocém power station, now listed with a total capacity of 1572 MW[16], emerged victorious in Brazil's energy auction for reserve capacity, allowing the project to move forward.[17] An August 2022 document from Brazil's Ministry of Mines and Energy clarified that the plant would comprise four separate units of 393 MW each, all powered by gas turbines.[18]

The R$4.2 billion project has been described as the second largest private investment ever proposed for the state of Ceará.[19] As of December 2021, the plant was expected to begin commercial operations in 2026[20] and be fueled with LNG supplied by Shell.[17][21] As of March 2022, Shell was reportedly contemplating installation of a new LNG terminal and regasification facility to supply the plant.[22]

An official groundbreaking ceremony for the plant was held in May 2023, with commercial operations still on track for 2026.[23]
