Van Merksteijn International steel plant, also known as Green Steel Mill, is a steel plant in Eemshaven, Groningen, Netherlands that operates electric arc furnace (EAF) technology.

Background
Van Merksteijn International (VMI) planned to start the plant in 2019, but had to put construction on hold due to economic uncertainty and problems obtaining permits with regard to nitrogen emissions.[1] Danieli and VMI reworked plans for plant to lower emissions and received environmental approval in January 2022.[2] In 2025, it was announced that Van Merksteijn and the German Badische Stahlwerke (BSW), part of Südwest Beteiligungen (SWB), plan to merge their rebar businesses to form Reinforcing Steel Europe B.V.[3] The plant was originally planned for commissioning in 2024, but as of November, 2025 there is no news on when the plant will begin production.
Production at the Van Merksteijn International steel plant is scrap-based.[4]
