Background
The Vostochno-Beisky coal mine (Восточно-Бейский разрез) is a surface mine located near Kirba, in Beysky District, Khakassia Republic, Russia. Vostochno-Beisky coal mine is owned and operated by Vostochno-Beisky Razrez LLC. The mine is 50% owned by SUEK Khakassiya LLC, a subsidiary of Siberian Coal Energy Company (SUEK) and 50% by Razrez Beysky LLC.[15][16][17]
As of 2020, about half of the coal produced was exported to Europe and Asia.[18][19] In 2022, export volumes were likely to be lower than in the previous years as a result of EU sanctions, and a lack of transportation infrastructure from Khakassiya to allow a redirection of exports to Asian markets.[20]
In December 2024 the coal mine celebrated its 25th anniversary since the start of operations, citing achieved production levels of 3.5 Mt (presumably, in 2024).[21]
In December 2025, the Vostochno-Beysky coal mine reported that it had fulfilled its annual production plan ahead of schedule, producing 3.5 million tonnes of coal in 2025.[22]
Expansion
In 2018, the mine had an expansion plan to 5 million tonnes per annum and construction of a new washing plant by 2021.[23]
Public consultation on the environmental impact of the expansion in the sections Chalpan, Chalpan-2 and Chalpan-3 was announced in July 2021, citing planned coal extraction increase up to 6 million tonnes.[24] As of mid-2022 and August 2023, both projects were still mentioned as development plans on SUEK's website.[19]
In August 2023, construction of the washing plant with capacity of 4.05 Mtpa was approved.[25][26] However there was no news on the expansion of the mine specifically. 2023 production level is not known, although in the seven months of 2024, the mine produced 2 million tonnes.[27]
In September 2024, it was announced that Vostochno-Beisky Razrez won in the tender to conduct mining activity in the Chalpan-4 and Achnmindor sections, whereby the company also undertakes to extinguish the endogenous fire at the Achmindor site.[28] Tender results were suspended following a complaint by one other tender participants[29], but a media report from December 2024 confirmed that Vostochno-Beisky Razrez LLC will be developing the Chalpan-4 section.[30]
As of April 2025, the Chalpan-4 of Vostochno-Beisky Razrez was registered by Russia’s environmental regulator as active industrial object under federal environmental supervision, with a “significant” environmental risk category. This indicated regulatory oversight of the newly developed sections but dis not by itself confirm the scale or timing of production expansion.[31] There was no further updates as of February 2026.
