Background

Zhuhai Huangmao Island LNG Terminal is a proposed 6 mtpa LNG import terminal in Zhuhai, Guangdong, China.

In 2006, Macao Natural Gas Co was planning to cooperate with Sinopec to build a LNG terminal on Huangmao Island in Zhuhai. It would supply natural gas to Macau and adjacent areas. The total investment was 10 billion Macau Patacas ($1.25 billion). Zhuhai government, which Huangmao Island is within its territory, supported the proposal .[1]

In 2007, China Power Investment Corporation and Macao government signed a frame agreement to build a gas power plant in Huangmao Island, using the natural gas from this proposed LNG terminal. [2]

However, none of the plans was carried out.

On July 2014, Hanas LNG Investment (Shanghai) Co., Ltd. signed an investment agreement with the government of Wanshan District in Zhuhai City, Guangdong Province, announcing that it will invest 24.5 billion yuan ($3.75 billion) in the next four years to build a LNG reserve base in Huangmao Island.[3] No further news since then. The project presumably is abandoned.

Macao government didn't involve in Hanas' LNG proposal.

In 2019, Macau Natural Gas Co., Ltd. signed a framework agreement with Beijing Jingneng Clean Energy Co., Ltd. a listed subsidiary of Beijing Energy Group to develop Zhuhai Zhiwan Island LNG Terminal project and Zhuhai Yuhai Gas Power Station to supply natural gas and gas-fired electricity to Macao.[4]
