Balagarh Coal Terminal is a proposed coal-handling terminal at Balagarh in Hooghly district, West Bengal, India. The terminal forms part of the Balagarh Extended Port Gate project being developed by the Syama Prasad Mookerjee Port Authority (SMPA).

The project is intended to shift a portion of the cargo currently handled at the Kolkata Dock System away from central Kolkata and promote the transportation of cargo on National Waterway 1.[1]

Background

The Balagarh Extended Port Gate project includes two dedicated river berths: one coal berth and one container berth. Each berth is planned to be approximately 120 metres long and 30 metres wide.[2]

The coal berth is designed to handle 1.6 million tonnes of coal per annum. The container berth is designed for approximately 85,000 twenty-foot equivalent units, equivalent to approximately 1.1 mtpa. The total planned capacity of the two-berth terminal is 2.7 mtpa.[2][1]

The project includes approximately two hectares of coal-storage area. Coal would be transferred between river vessels, storage facilities and land transportation systems. The terminal is intended in part to handle coal cargo diverted from Kolkata Dock System.[2]

Development status

The project received environmental clearance on January 24, 2025. Prime Minister Narendra Modi laid the foundation stone for the project on January 18, 2026.[1]

As of February 2026, a work order had been issued for construction of the project's road-over-bridge, and bids had been opened for external road construction. However, the public-private partnership concession covering construction and operation of the terminal berths had not yet been reported as awarded.[1]

The estimated project cost is ₹5.3917 billion, consisting of a ₹1.3197 billion publicly funded engineering, procurement and construction component and a ₹4.072 billion public-private partnership component. The Inland Waterways Authority of India is expected to fund the public component, while the selected concessionaire will finance and implement the PPP component.[1]

The publicly funded works, excluding dredging, are scheduled for completion by March 31, 2028. The PPP terminal facilities are to be completed within three years after award of the concession. A specific commissioning year for the coal berth has not been announced.[1]
