Background
Berezovskaya coal mine (шахта Березовская) is an operating underground mine in Kemerovo Oblast, Russia. The Berezovskaya coal mine is operated by a branch of Severny Kuzbass Coal Company JSC.[7] TalTEK acquired Severny Kuzbass in 2019.[8] In April 2023 media sources announced that Taltek is selling Severny Kuzbass to a private entrepreneur Stanislav Lupiy. The change of ownership took place later in 2023.[9]
Pervomayskaya coal mine is another underground mine operated by Severny Kuzbass.
Extracted coal is delivered to the washing plant 'Severnaya'. The enriched coal is then sold on to metallurgical and coke-chemical facilities in Russia.[10][11]
Production has declined significantly in the last few years, from close to 1 million tonnes in 2019 to 0.45 million tonnes in 2021[12] and 0.545 million tonnes in 2022.[7] The mine's initial capacity was 1.5 million tonnes per year.[11]
In 2022, the mine produced 545,000 tonnes of coal; in 2023, production grew to 749,000; in 2024, coal production at the mine dropped to 429,000 tonnes.[13] Over the first eight months of 2025, coal production at Berezovskaya mine fell by more than 25 percent - from 341,000 tonnes to 258,500 tonnes - due to deteriorating mining and geological conditions.[14]
In September 2025, authorities in Kemerovo Oblast announced that Berezovskaya coal mine would halt coal production starting in November 2025, while not fully closing the enterprise. Regional officials stated that underground development work would continue and that a new longwall panel was being prepared. The company had previously received state support measures, including tax and insurance payment deferrals and credit restructuring, amid broader financial distress in the Kuzbass coal sector.[15]
Safety and Regulatory Violations
In September 2022, the Federal Service for Environmental and Technical supervision (Rostechnadzor) ordered to suspend the operations of the mine due to higher-than-allowed methane content, inappropriate fixtures of the mined material and insufficient space for emergency exits in the mine.[16][17] However it appeared that the mine resumed operations later on.[18] Another suspension of operations for in a part of the mine for 30 days was ordered in April 2023.[19]
Operations were suspended in October 2024 in one of the longwalls.[20]
In August 2025, the Siberian Directorate of Rostechnadzor ordered a 90-day suspension of coal production in longwall No. 49 of Seam XXVI at the Berezovskaya coal mine following a court decision. The suspension was imposed due to multiple safety violations, including methane concentrations exceeding permissible limits, failure to carry out scheduled maintenance of explosion suppression systems, use of faulty safety instruments, violations of ventilation and ground support requirements, non-compliance with explosion safety standards for electrical equipment, and the absence of unobstructed escape routes. The same longwall had previously been suspended three times earlier in 2025, including in May and twice in July, due to methane exceedances and failures to implement measures to prevent sudden coal and gas outbursts in a seam classified as hazardous. [21]
In September 2025, the local Prosecutor’s Office conducted an inspection at the Berezovskaya coal mine and identified extensive violations of occupational safety, industrial safety, and fire safety legislation. The mine was found to be operating safety-critical equipment without mandatory industrial safety expert examinations, using untested transport equipment, and failing to ensure proper ventilation, gas monitoring, degassing, and aerological control, including non-functional monitoring systems and inadequate gas measurements. The inspection also documented systemic deficiencies in industrial safety management, worker certification, emergency preparedness, medical examinations, provision of personal protective equipment, occupational safety training, and fire safety across multiple facilities. The prosecutor issued a formal submission to the company’s general director requiring remediation, with corrective actions remaining under prosecutorial oversight as of October 2025. [22]
Financial Difficulties and Wage Arrears
In 2025, JSC Severny Kuzbass Coal Company, which operated the Berezovskaya and Pervomayskaya coal mines, experienced significant financial difficulties that resulted in repeated delays in wage payments to employees. By the end of September 2025, wage arrears affected a workforce of more than 2,000 employees, while the company repaid about 85 percent of its August wage obligations by early October. Regional authorities stated that the remaining wage arrears were expected to be settled by the end of November 2025, with the process placed under prosecutorial supervision. The company attributed its financial distress to deteriorating mining and geological conditions that led to a sharp decline in coal output, with production at the Pervomayskaya mine falling by nearly threefold and output at the Berezovskaya mine declining by more than 25 percent over the first eight months of 2025. The company had been subject to bankruptcy proceedings since October 2024, although formal bankruptcy procedures had not been initiated as of late 2025, and it had previously received state support measures, including debt restructuring and deferrals of tax and insurance payments.[23]
