Background

Pervomayskaya coal mine (шахта Первомайская) is an underground mine in Kemerovo Oblast, Russia.[8]

(It is not to be confused with Pervomaisky coal mine, a surface mine also in Kemerovo Oblast.) Pervomayskaya coal mine is owned and operated by a branch of Severny Kuzbass Coal Company JSC, a subsidiary of TalTEK.[8][9][10] TalTEK acquired Severny Kuzbass in 2019.[11] In April 2023 media sources announced that Taltek is selling Severny Kuzbass to a private entrepreneur Stanislav Lupiy. However no official deal documents have been prepared at the time.[12] The change of ownership then took place.[13]

The mine's initial capacity was 1.8 million tonnes per year.[8]

In 2020, the mine has celebrated its 45th year of operations, producing almost 47 million tonnes of coal in total.[8]

In 2022, the mine produced 222,000 tonnes of coal; in 2023, production grew slightly to 244,000; in 2024, coal production at the mine reached 383,000 tonnes.[14] Over the first eight months of 2025, coal production at Pervomayskaya mine fell by 2.7 times - from 419,000 tonnes to 157,300 tonnes - due to deteriorating mining and geological conditions.[15]

Extracted coal is delivered to the washing plant 'Severnaya'. The enriched coal is then sold on to metallurgical and coke-chemical facilities in Russia.

Safety and Regulatory Violations

The Pervomayskaya coal mine was repeatedly cited by Russia’s Federal Service for Environmental, Technological, and Nuclear Supervision (Rostechnadzor) for industrial safety violations. In 2025, the Siberian Directorate of Rostechnadzor imposed multiple temporary suspensions of equipment and operations at the mine due to non-compliance with industrial safety requirements, including the operation of conveyor and transport equipment in violation of safety standards. According to the regulator, the identified violations posed risks of accidents involving dust and methane explosions.[16][17]

Financial Difficulties and Wage Arrears

In 2025, JSC Severny Kuzbass Coal Company, which operated the Berezovskaya and Pervomayskaya coal mines, experienced significant financial difficulties that resulted in repeated delays in wage payments to employees. By the end of September 2025, wage arrears affected a workforce of more than 2,000 employees, while the company repaid about 85 percent of its August wage obligations by early October. Regional authorities stated that the remaining wage arrears were expected to be settled by the end of November 2025, with the process placed under prosecutorial supervision. The company attributed its financial distress to deteriorating mining and geological conditions that led to a sharp decline in coal output, with production at the Pervomayskaya mine falling by nearly threefold and output at the Berezovskaya mine declining by more than 25 percent over the first eight months of 2025. The company had been subject to bankruptcy proceedings since October 2024, although formal bankruptcy procedures had not been initiated as of late 2025, and it had previously received state support measures, including debt restructuring and deferrals of tax and insurance payments.[18]
