China–Russia Far East Gas Pipeline is a gas pipeline system with segments proposed and under construction in China as of August 2025.[1][2]
Location
The trunk pipeline runs from the 858 Farm in Hulin City, Jixi,Heilongjiang province, China, to the Changchun Liaison Compressor Station, Changchun,Jilin province, China, and continues from Changchun to Shijiazhuang via Zhangjiakou in Hebei province. The trunk line and 14 branches passing through 5 provinces.[3]
Background
The China–Russia Far East Gas Pipeline is the second natural gas pipeline between the two countries, following the China–Russia East Pipeline. It will transport natural gas from Russia’s Far East oil and gas fields to China. The project is included in China's 14th Five-Year Plan on Energy (2021–2025).[3]
In 2015, a memorandum of understanding was signed between China and Russia, expressing the intention to cooperate in delivering natural gas from Russia’s Far East to China. [4]
In December 2017, the two countries signed an agreement outlining key terms, including the supply volume, contract duration, start date of gas supply, ramp-up period, and border crossing points.[4]
The project saw limited progress after 2017 until February 2022, when President Vladimir Putin visited China shortly before Russia’s invasion of Ukraine. During the visit, Gazprom and PetroChina signed a long-term purchase and sale agreement for gas supply via the Far East Gas Pipeline. The 25-year contract stipulates an annual supply of 10 billion cubic meters of natural gas once operations begin. [4]
In May 2023, the Russian government approved an intergovernmental agreement to supply natural gas to China through an expansion of the Sakhalin–Khabarovsk–Vladivostok Gas Pipeline. [5]
On November 1, 2023, Russia’s Gazprom signed an agreement with China National Petroleum Corporation (CNPC) and PipeChina for the design and construction of the pipeline. [6]Gazprom will be responsible for the design, construction, and operation of the Russian segment, while PipeChina and PetroChina will construct the Chinese segment. Settlements for the project will be made in Chinese yuan (CNY) and Russian rubles.[5]
The construction commencement ceremony was held in January 2024.[7][8]
The Russian segment of the pipeline includes approximately 25 kilometers of expansion from the Sakhalin–Khabarovsk–Vladivostok Gas Pipeline to reach China’s section, beginning at the border city of Hulin in Heilongjiang Province.
The Chinese segment is officially known as the Hulin–Changchun–Shijiazhuang Natural Gas Pipeline Project (虎林–长春–石家庄天然气输气管道工程). It consists of two main sections: Hulin–Changchun and Changchun–Shijiazhuang, each with multiple branch lines.
The Hulin–Changchun section will have a capacity of 10 billion cubic meters per annum (bcma), and is expected to receive gas from Russia’s Sakhalin–Khabarovsk–Vladivostok Gas Pipeline starting in 2027.[7]
The Changchun–Shijiazhuang section will have a capacity of 16 bcma and will be capable of receiving gas from the China–Russia East Pipeline as well as other domestic pipelines, in addition to the Sakhalin-Khabarovsk-Vladivostok Gas Pipeline.
The owner of the pipeline on the Chinese side is National Pipeline Network Group Northern Pipeline Co., Ltd., a subsidiary of PipeChina.
Hulin–Changchun segment
The Hulin–Changchun segment consists of one trunk line, one border-crossing line, and eight branch lines, totaling 2,020.85 kilometers in length. It is designed to transfer 10 billion cubic meters of natural gas per year from Russia to China.[9]
The 12.85-kilometer border-crossing line begins at the Russia–China border, east of the 858 Farm, and ends at Hulin.
The trunk line starts at Hulin in Heilongjiang Province and terminates at Changchun in Jilin Province, with a total length of 795 kilometers.[9] The 8 branches totaling 1,213 kilometers include: Hulin-Baoqing-Suibin branch, 虎林-宝清-绥滨支线
Qitaihe-Jiamusi-Hegang branch, 七台河-佳木斯-鹤岗支线
Jiamusi-Shuangyashan branch, 佳木斯-双鸭山支线
Hegang-Luobei branch, 鹤岗-萝北支线
Qitaihe-Mudanjiang branch, 七台河-牡丹江支线
Linkou-Dongning branch, 林口-东宁支线
Linkou-Jixi branch, 林口-鸡西支线

虎林—长春天然气管道工程概况
虎林—长春天然气管道工程包括 1 条干线、8 条支线,其中干线又分为跨境段和虎林首站—长春联络压气站段,虎林—长春天然气管道工程管道全长 2020.85km,设计输量 100×10 8 m 3/a。
跨境段
跨境段管道起点为黑龙江省鸡西市虎林市八五八农场东侧乌苏里江中俄边界入境点,终点为虎林首站(不含)。跨境段管道总长12.85km,管径1020mm,设计压力 10MPa。其中,入境点-虎林清管站为双管敷设,长度2.05km;虎林清管站-虎林首站为单管敷设,长度10.8km。
虎林首站—长春联络压气站段
虎林首站—长春联络压气站段起自黑龙江省鸡西市虎林市虎林首站,途经黑龙江、吉林 2 个省,止于吉林省长春联络压气站,长度795km,管径1219mm,设计压力 10MPa。管道途经黑龙江省鸡西市、七台河市、哈尔滨市3 市和吉林省长春市。
8 条支线:
虎林-宝清-绥滨支线、七台河-佳木斯-鹤岗支线、佳木斯-双鸭山支线、鹤岗-萝北支线、鹤岗-伊春支线(含南岔支线)、七台河-牡丹江支线、林口-东宁支线、林口-鸡西支线,合计1213km,均位于黑龙江省境内,共经过 7 个地市 26 个县(市、区)。
1, 七台河-佳木斯-鹤岗支线
起点为干线七台河分输清管站,终点至鹤岗分输清管站。途经七台河市勃利县,佳木斯市桦南县、市郊区、汤原县,鹤岗市东山区,线路长度 182km。
2, 佳木斯-双鸭山支线
起点为佳木斯支线的佳木斯分输清管站,终点至双鸭山末站。途经佳木斯市郊区、桦川县,双鸭山市集贤县,线路长度79km。
3, 鹤岗-萝北支线
起点为佳木斯支线的鹤岗分输清管站,终点至萝北末站。途经鹤岗市东山区、兴安区和萝北县,线路长度78km。
4, 七台河-牡丹江支线
起点为干线七台河分输清管站,终点至牡丹江末站。途经七台河市勃利县,牡丹江市林口县和阳明区,线路长度198km。
5, 林口-东宁支线
起点为牡丹江支线的林口分输清管站,终点至东宁末站。途经牡丹江市林口县、穆棱市和东宁市,线路长度180km。
6, 林口-鸡西支线
起点为牡丹江支线的林口分输清管站,终点至鸡西末站。途经牡丹江市林口县,鸡西市麻山区、滴道区、恒山区和鸡冠区,线路长度 60km。
7, 虎林-宝清-绥滨支线
起点为干线虎林分输站,终点至绥滨末站。途经鸡西市虎林市,双鸭山市宝清县、友谊县,佳木斯市富锦县,鹤岗市绥滨县,线路长度 238km。
8, 鹤岗-伊春支线(含南岔支线)
起点为佳木斯支线的鹤岗分输清管站,终点至伊春末站。途经鹤岗市东山区,佳木斯市汤原县,伊春市南岔县、金林区、伊美区和乌翠区,线路长度 198km。
Changchun-Shijiazhuang segment
The Changchun–Shijiazhuang segment consists of one trunk line and six branch lines, totaling 2,391 kilometers in length. The trunk line runs from Changchun in Jilin Province to Shijiazhuang in Hebei Province, covering 1,611 kilometers. The pipeline is designed to deliver 16 billion cubic meters of natural gas per year.[10]
The 6 branches, totalling 780 kilometers, include:
Changling-Baicheng-Ulanhot branch 长岭—白城—乌兰浩特支线
Panjin-Chifeng connecting 盘锦—赤峰联络线
Yixian-Fuxin branch 义县—阜新支线
Connecting line to Shaanxi-Beijing Gas pipeline 陕京四线联络线
Shunping-Dingxing connecting line 顺平—定兴联络线
Connecting line to Ordos -Anping - Cangzhou gas pipeline 鄂安沧联络线
一、项目概况

(四)工程概况:管道工程包括1条干线和6条支线,全长2391公里。
干线起自虎林—长春天然气管道工程长春联络压气站,终至石家庄联络站,设计年输量160亿方/年,总长度1611公里。
其中:长春—长岭段利用中俄东线长岭—长春支线115公里,设计压力10兆帕,管径1016毫米;新建长岭—石家庄段管道1496公里,设计压力10兆帕,管径1422毫米。途经吉林省松原市,内蒙古通辽市、赤峰市、锡林郭勒盟,河北省张家口市、保定市、石家庄市。
6条支线线路长度780公里。
1)长岭—白城—乌兰浩特支线
起自干线管道长岭联络站,终至乌兰浩特分输站,线路长度288公里,设计压力6.3兆帕,管径323.9毫米。途经吉林省松原市、白城市,内蒙古兴安盟。
(2)盘锦—赤峰联络线
起自中俄东线盘锦联络站,终至赤峰东压气站与干线管道汇合,线路长度320公里,设计压力10兆帕,管径1016毫米。途经辽宁省朝阳市、锦州市,内蒙古赤峰市。
(3)义县—阜新支线
起自盘锦—赤峰联络线义县分输站,终至阜新分输站,线路长度约60公里,设计压力10兆帕,管径508毫米。途经辽宁省锦州市、阜新市。
(4)陕京四线联络线
起自干线管道张家口西压气站,终至陕京四线洗马林镇32阀室附近的万全西联络站,与陕京四线互联互通,线路长度8.8公里,设计压力10.0兆帕,管径1219毫米。管线位于河北省张家口市境内。
(5)顺平—定兴联络线
起自干线管道顺平北联络站,终至蒙西天然气管道定兴分输站,与蒙西煤制气外输管道互联互通,线路长度99.5公里,设计压力10兆帕,管径1016毫米。管线位于河北省保定市境内。
(6)鄂安沧联络线
起自干线管道石家庄联络站,终至鄂安沧管道藁城分输站,线路长度3.5公里,设计压力10兆帕,管径1219毫米。管线位于河北省石家庄市境内。[10]
In January 2025, the Environmental Impact Assessment (EIA) document for the third stage of the Changchun–Shijiazhuang Gas Pipeline was released for public review. According to the document, the number of branch lines increased to eight, and the routes of three branches were modified.[11]
The connecting line to the Ordos–Anping–Cangzhou Gas Pipeline (鄂安沧联络线) and the connecting line to the Shaanxi–Beijing Gas Pipeline No. 4 (陕京四线联络线) were removed from the plan. Additionally, the Shunping–Dingxing Connecting Line (顺平—定兴联络线) was revised and renamed the Laiyuan–Dingxing Connecting Line, with its length extended from 99 kilometers to 136 kilometers.[11]
新建联通管道长度合计3.3km:管道干线在张家口与陕京四线联通,陕京四线改线进入张家口西压气站需新建管道1km;在鹿泉与陕京二线、三线联通,陕京二线、三线改线后进入鹿泉东压气站需各新建管道1.1km;鹿泉东压气站与鄂安沧管道鹿泉分输清管站联通管道需新建管道约0.1km。
设站场6座,其中鹿泉东压气站与鄂安沧管道鹿泉分输清管站邻建,新建截断阀室14座(其中A类阀室1座)。[11]
