Background

In 2019, the terminal it handled 1.3 million tonnes of coal.[1] In total, the VMTP facilities at Vladivostok Port handle about 5 million tonnes of cargo per year.[2] LLC M-Port owns 65.82% of VMTP, and LLC National Container Company owns 28.45%; both of these entities are in turn owned by Far Eastern Shipping Company (FESCO).[3][4] FESCO is also sometimes referred to as Summa Group.[5]

In 2017, a series of questionable financial transactions involving the port took place. VMTP took out a loan of US$750 million from VTB Bank (more than 50% of VMTP's book assets), and then immediately used the funds to extend lines of credit to other entities in the FESCO group. The total amount loaned to FESCO entities by VMTP exceeded the value of all of VMTP's book assets.[4] VMTP's director was fired in October 2020 after sending a letter demanding repayment of part of the loans. Labor unrest among dockworkers also broke out due to the precarious financial situation.[6] VMTP then filed in court to reclaim 18 billion rubles (approximately US$245 million) from FESCO, but withdrew the claim shortly thereafter when a new director was appointed. Then, in October 2021, VMTP again filed in court to reclaim debts, this time seeking 1.8 billion rubles.[3]

Residents of Vladivostok have complained about coal dust blowing from the VMTP facilities.[7] In June 2021, VMTP was fined 332,000 rubles (approximately US$4,500) for violating coal shipment environmental regulations.[8]

As of November 2023, according to the company's website, the capacity of the port for general cargo (excluding containers) is 4 million tonnes and it appeared that coal (anthracite) accounted for a smaller share being included in the 33% (1.3Mt) of all cargo among other goods. [9]

In 2025, the terminal exported 3.1 million tonnes of coal.[10]
