Background on Project

According to WRI's 2012 "Coal Risk Assessment," China Guodian is currently building a coal-fired power plant with a total planned capacity of 4,000 MW in Heilongjiang Province.[1][2] However, attempts in October 2014 to confirm the existence of this project failed to find it, and inspection of Wikimapia failed to show a project in Qinglongtun. It appears that there is no project.
