Background

The Kaa-Khemsky coal mine (Каа-Хемский разрез) is an operating surface mine in Tuva Republic, Russia. The Kaa-Khemsky coal mine is owned and operated by Tuva Mining Company, which is believed to be part of Vostsibugol as it was listed on its website.[8][9] In turn Vostisubugol is a subsidiary of En+ Group.[10]

However another source stated that the company is owned by Cyprus-registered Vukelich Limited[11][12] and Vostsibugol is only the manager of the coal mines. [13]

Until 2003, the Kaa-Khemsky open-pit mine was as a federal-owned enterprise. That year, it was reorganized into the Kaa-Khemsky open joint-stock company with 100% state capital, which was managed by the Federal Property Management Agency. The Kaa-Khemsky coal mine went bankrupt in 2004-2005.[14] In 2009, the mine was auctioned off and acquired by Tuva Mining Company.[14]

Tuva Mining Company operates another surface mine Chadansky coal mine. Kaa-Khemsky coal mine is a bigger mine. The two mines are the only thermal coal supplier in the Republic of Tuva.[15][16] Joint production of the two mines in 2020 was 0.536 million tonnes[17][16] and 0.66 million tonnes in 2021.[18] In 2024, Tuva Mining Company increased production and has reportedly produced 0.77 million tonnes of coal.[19] The increase in production was assumed to come from the Kaa-Khemsky coal mine as the Chadansky coal mine maintained production at only about 0.15 Mt in 2022-2024.[20]

Expansion

In 2020, an expansion of 0.6 mtpa was proposed,[21] With no news on the project as of August 2023, it was considered Shelved. However with increased increased production levels in 2024 of 0.77[19] million tonnes for the two mines and reported low production levels for the Chadansky mine (0.15Mt), it appeared that the expansion has been achieved at the Kaa-Khemsky mine.
