Background

In May 2024, during the Russia-China Forum in Khabarovsk (Russia), Xinxing Far East Corporation – Khabarovskiy LNG, a subsidiary of China’s Zhongyu Xinxing Energy Industry Corporation, signed an agreement with local authorities to build a LNG)plant in the Khabarovsk region. The facility is planned to have a total capacity of 80,000 tonnes per year once both phases are completed. While initial estimates suggested an investment of RUB 1.3 billion, company materials presented at the forum indicated a revised figure of USD 40 million (around RUB 3.2 billion). The construction timeline, originally set for 2025, has been pushed back to 2026–2028, with the first phase expected to begin operations in 2028–2029. The plant will be located in the Khabarovsk Municipal District, though the specific site is still being selected. It will use gas from the Sakhalin-Khabarovsk-Vladivostok Gas Pipeline and the under-construction Belogorsk–Khabarovsk connection. The LNG produced will be supplied to both the domestic market (33,000 tonnes) and China’s northern provinces (47,000 tonnes).[1]
