Background
Kharkovskaya Coal Mine is an underground coal mine in Luhansk Oblast, Ukraine. The mine used to be owned and operated by DTEK Sverdlovanthracite, a subisidiary of DTEK Energy B.V. With the seizing of the mine by pro-Russian separatists in 2017, the mine eventually came under the control of Republic Fuel Company Vostokugol State Enterprise[3], owned by the Ministry of Fuel and Energy of the unrecognized Luhansk People's Republic.
A Ukrainian media source from November 2022 suggested that Russian occupiers will be closing the mine.[4] A Russian source from March 2023 stated that the mine is not operational although water is being pumped.[5]
In July 2024, several coal mines of the Luhansks Republic (LPR) were planned to be transferred to the investor Donskiye Ugli, including the Kharkovskaya coal mine. However it as not clear if the mine was operating at the time.[6]
In June 2024, the Kharkovskaya mine was among five Luhansk Oblast mines transferred on a five-year lease to Donskiye Ugli LLC (Don Coal Trading House), a Rostov-on-Don company, as part of Russia's 2023 programme to attract private investment into the coal industry of the occupied territories. The company had committed to investing 49 billion roubles (approximately $550 million) across its ten leased Luhansk mines over that period.[7] By April 2025, Donskiye Ugli had determined that seven of its ten leased Luhansk mines — including Kharkovskaya — were unprofitable at prevailing global coal prices and returned them to the LPR authorities for liquidation. The company retained only three mines: Krasny Partisan, Sukhodolskaya-Vostochnaya, and Dovzhanska-Kapitalna Coal Mine.[8]
By November 2025, even those three remaining mines were loss-making; the company requested 40 billion roubles (approximately $410 million) from Russia's National Wealth Fund, warning that without state support it would cease all operations in the region. The Russian government declined to provide the funding.[9]
In January 2026, it was reported that the Kharkovskaya Coal Mine, Dovzhanska-Kapitalna Coal Mine and Sverdlova Coal Mine all located in Luhansk Region had been scheduled for closure due to unprofitability.[10] In March 2026, additional reporting confirmed that the mine had been officially stopped and placed under conservation, with only dewatering operations maintained.[11]

With the seizing of the territory by pro-Russian separatists, many mines have been closed and flooded and closed since the start of the conflict.
At the end of October 2022, the six operating coal mines of Vostokugol State Enterprise extracted 3 million tonnes of coal.[12] This was considerably less than 6 million tonnes in 2021.[13] In 2023, coal production reached only 1.8 million tonnes.[14] It appeared that coal production in 2024 was even lower as production over 9 months from April to December reached just over 1 million tonnes.[15]
