Ko Si Chang Anchorage Coal Terminal is an offshore transshipment area in the upper Gulf of Thailand surrounding Ko Si Chang island in Ko Sichang District, Chonburi Province, about 28 nautical miles south-southeast of Bangkok's main port.[1]

The Ko Si Chang anchorage is an offshore transshipment area in the upper Gulf of Thailand surrounding Ko Si Chang island in Ko Sichang District, Chonburi Province, about 28 nautical miles south-southeast of Bangkok's main port. Rather than a fixed terminal, the area consists of designated anchorage zones (A, D, F and G) extending north to south around the island, where vessels transfer cargo before proceeding to Bangkok or after leaving it.[2] Water depths of around 30 metres allow large foreign vessels to anchor year-round,[3] and more than 10,000 cargo ships anchor in the area each year to transfer goods.[4] Coal is one of the main cargoes handled at the anchorage. Bulk carriers anchor offshore and coal is transferred by cranes with mechanical grabs onto barges, which travel up the Chao Phraya River and the Pa Sak River to Nakhon Luang District in Ayutthaya Province, the main coal distribution hub for industry in central Thailand.[5] In 2014, the chairman of the Nakhon Luang Ports and Warehouses Club said coal shipments along the Pa Sak River had grown from about 2 million tonnes per year to about 9 million tonnes per year, carried in tows of three to four barges holding 4,500–6,000 tonnes each.[6] In 2019, 14.4 million tonnes of coal, or 66.7% of Thailand's coal imports, were handled at the Ko Si Chang anchorage.[5] No design capacity has been published for the anchorage. The coal transfers have been a source of local environmental complaints. Ko Si Chang residents have reported fugitive coal dust and coal falling into the sea, including an incident of negligent unloading in 2015.[5] On 31 July 2019, two coal barges carrying 900 tonnes and 1,400 tonnes of coal sank off Ko Si Chang, prompting environmental monitoring by the Department of Marine and Coastal Resources.[7]
