Background

Kyrgaisnky Sredniy coal mine (Кыргайский-Средний разрез) is a SURFACE mine near Bolshaya Talda, Prokopyevsky District, Kemerovo Oblast, Russia.

Resurs LLC (OOO "Ресурс") owns and operates the mine. The Novokuznetsk coal company Resurs completed the construction of the mine in 2014 with capacity of 3.5 Mtpa.

Jointly with Novokazansky-2 coal mine also owned by Resurs LLC, the Kyrgaisky Sredniy mine produced 7.4 million tonnes in 2020, 7.1 million tonnes in 2021 and 8.5 million tonnes in 2022 (total Resurs LLC production).

As of 2021, the majority of coal produced by Resurs was exported.

In 2023, the two coal mines of Resurs decreased coal production by 14% to 7.3 million tonnes. In 1H 2024, coal production declined further by 16% compared with the same period in 2023.

In August 2024, a comprehensive environmental permit was issued for the Kyrgaisky Sredny subsoil area, confirming that the project had not been abandoned and remained in the regulatory process. Subsequently, in August 2025, the 2026 mining development plan review schedule of the Siberian Department of Rostechnadzor listed the Kyrgaysky Sredny section under LLC “PromUgleService,” whereas earlier filings had been associated with LLC “Resurs.” This indicates that responsibility for submitting mining development plans and carrying out works on the section may have shifted to PromUgleService, although no formal change of ownership had been reported in publicly available sources.
