Background

Kyrgaisky Promezhutochny Coal Mine (Кыргайский Промежуточный разрез) is a proposed surface mine in Kemerovo Region, Russia. The Kyrgaisky Promezhutochny coal mine project is developed by TalTEK. It was approved in 2020.[5]

The Russian Environmental Impact Assessment was published in 2020 and a public consultation was announced.[6][7]

The mine received approval from Gosekspertiza in March 2020. [8]

The area of the mine is adjacent to Kyrgaisky section (also known Cheremnova coal mine).[6]

The area is heavily mined with several other surface coal mines in close proximity.

As of September 2022, there was no information available on the progress of construction. In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[9] Given this announcement and no updates on the project, it was considered Shelved.

However later the project appeared to be still in development. In 2022, the local EIA and the technical project of the coal mine were published, with capacity now stated at 5 Mt to be commissioned by 2025.[10][11] A rating report of TalTEK dated April 2024 referred to the license of the company of Kyrgaisky Promezhutochny section.[12] It also appeared that as of August 2024, TalTEK was submitting some documents to the government authorities for review.[13] As of April 2025, it therefore appeared that the project was still in the works, its status was revised to Permitted.
