Background
The M. V. Frunze Coal Mine is an underground coal mine in Luhansk Oblast, Ukraine. The M. V. Frunze coal mine is an underground coal mine. It used to be owned and operated by DTEK Rovenky Anthracite LLC[3], a subsidiary of DTEK Energy B.V. DTEK lost control of the company in 2017[4] and eventually the control over the mine transitioned to Republic Fuel Company Vostokugol State Enterprise[5], owned by the Ministry of Fuel and Energy of the unrecognized Luhansk People's Republic.
As of January 2024 it was not clear if the mine was operating. In February 2024, a coal trading company "Donskiye Ugli" signed an agreement with the government of the Lugansk People's Republic on the lease of five mines including the Frunze coal mine with a view to increase coal production. On this basis it appeared that the mine is operating, although there are severe problems with staff. [6]
In February 2024, the Frunze mine was among five Luhansk Oblast mines transferred on a five-year lease to Donskiye Ugli LLC (Don Coal Trading House), a Rostov-on-Don company, under Russia's programme to attract private investment into the coal industry of the occupied territories. The company committed to investing a total of 49 billion roubles (approximately $535 million) across its ten eventually leased mines.[7]
By April 2025, Donskiye Ugli had determined that seven of its ten leased mines — the five taken in the February 2024 package, including the Frunze mine, plus two others — were unprofitable at prevailing global coal prices and returned them to the LNR authorities for liquidation. The company retained only three mines: Krasny Partisan, Sukhodolskaya-Vostochnaya, and Dovzhanska-Kapitalna Coal Mine.[8] The mines returned to the LNR authorities are to be liquidated; as of early 2026 it remained disputed who would bear the costs of preparing technical liquidation plans and maintaining the mines until closure.[9]
Given the mine's cessation of operations in February 2022, its return by Donskiye Ugli to the LNR occupation authorities in April 2025, and the absence of any evidence of resumed production in publicly available sources, the M. V. Frunze Coal Mine is classified as mothballed as of April 2026.
