Background

Mine 4 Coal Project (also known as COC 41 or Malangas or Lower Butong) is a proposed underground coal mine in Diplahan, Zamboanga Sibugay, Mindanao Island, Philippines.[2] The Philippine National Oil Company Exploration Corporation (PNOC-EC), a subsidiary of the state-owned PNOC, intends to develop the Mine 4 under Coal Operating Contract (COC) No. 41.[3] In June 2021, the PNOC-EC Board of Directors approved the Mine 4 Project for development.[2]

In November 2021, PNOC-EC submitted to the Philippine Department of Energy a supplemental five-year work Program for COC 41.[2]

The Mine 4 Project received favorable endorsement from the Sangguniang Bayan of Malangas in February 2022. The Department of Energy, likewise, approved the Project's Supplemental Work Program and Budget in March 2022.[4]

As of 2023, PNOC-EC was accepting bids for a contractor to handle the construction of various infrastructures for the mine site.[3]

A media source from May 2023 stated that PNOC-EC expected to start production at Mine 4 in the fourth quarter of 2024.[5]
