Background
The Montoir de Bretagne Coal Terminal (Terminal Charbonnier de Montoir) is located in Montoir-de-Bretagne, Loire-Atlantique, within Nantes Saint-Nazaire Port (Grand Port Maritime de Nantes-Saint-Nazaire) on the Loire estuary. The terminal opened in 1983 to receive bulk carriers of up to 120,000 DWT, and its coal traffic was about 2.4 million tonnes in 2000 and about 2.0 million tonnes in 2013.[2] It was built to supply EDF's Cordemais coal-fired power station upstream: coal was unloaded at a dedicated berth and reloaded onto river barges at a second berth for delivery to the plant.[3][4] In 2012, Cordemais burned 1.3–2 million tonnes of coal a year, mainly from South Africa, Poland, Russia, the United States and Australia.[5]
The terminal is operated by OTCM (Opérateur du Terminal Charbonnier de Montoir), a company formed under a 2010 arrangement in which EDF Trading Logistics held 60% and SEA-Invest Montoir 40%; the company took over the terminal's cranes, stockyard and handling equipment from the port.[6] The European Commission cleared the joint venture in April 2011.[7]
Declining Coal Handling
Coal throughput has fallen sharply as Cordemais was used less. Coal traffic was 0.4 million tonnes in 2023, after stocks were built up in 2022.[8] In September 2024 EDF announced it planned to stop generating power at Cordemais in 2027 after abandoning its Ecocombust biomass conversion project.[9] EDF then began removing the roughly 600,000-tonne coal stockpile that supplied the plant, to resell it on the international market, with two vessels loading about 6,000 tonnes a week.[10] As a result, the terminal reversed direction: coal has been exported since late 2024, with more than 0.2 million tonnes shipped in 2025, and the port expects these operations to continue until early 2027.[11] The port's 2021–2026 strategic plan provides for converting the land used for coal handling and storage to other uses.[12]
