Background
The Rechnoy coal mine (участок Речной) is a proposed coal mine in Kemerovo region, Russia.
It appeared that the mine would be developed together with Taldinskaya underground mine section. In 2017 Salek CJSC (a subsidiary of SDS Ugol) won a license to develop the Rechnoy section, which is adjacent to Vostochny coal mine (Salek), also operated by Salek.[6] Salek is owned by SDS UGOL, a subsidiary of Siberian Business Union-Coal.
The Russian Government's 'Programme for Coal Industry Development to 2035', published in June 2020, specified the planned capacity of the coal mine at 4.25 mtpa.[7] A full range of exploration work had yet to completed at the proposed mine site, according to the Programme.[7]
In 2020, the technical project and the Russian Environmental Impact Assessment (EIA) for stage 1 (not to confuse with phase 1) of the joint development of Rechnoy and Taldinskaya underground mine sections were put forward for a public consultation.[8][9]
A first-stage technical project was approved by the Central Commission for the Development of Solid Mineral Deposits (Rosnedra) in January 2020 and received a positive conclusion from the State Ecological Expertise in April 2021.[10]
In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[11]
However it appeared that the project progressed. A complex environmental permit (KER No. 5-i/KER/PrkR) was issued by the Kemerovo regional office of Rosprirodnadzor on 13 May 2022, confirming that stage 1 operations were under way.[12]
In 2024, technical documents and the EIA documents were published, with planned public consultations to take place in in April 2024. A second-stage project, providing for the expansion of the mining boundary eastward to the channelised section of the Talda river — which required the permanent diversion of the river — was under preparation as of 2024.[12]
Repeated or another round of public consultations for stage 2 took place in January 2025.[13][14]
January 2026, the South Siberian Interregional Department of Rosprirodnadzor accepted for review an application for a complex environmental permit for stage 2, representing the next step in the permitting process for the expansion.[15]
