Background

The Sadkinskaya-Severnaya coal mine ("Sadkinskaya North", шахта Cадкинская-Cеверная) is a proposed underground coal mine located in Rostov Oblast, Russia.

The Sadkinskaya-Severnaya Mine LLC is developed by South Coal Company LLC. In 2007, South Coal Company acquired licenses to develop the Sadkinskaya-Severnaya and Sadkinskaya Vostochnaya sections in the Krasnosulinskiy District, with 223 million tonnes of anthracite reserves. The construction of Sadkinskaya-Vostochnaya coal mine is under way. South Coal Company also owns and operates the existing Sadkinskaya coal mine.

The Russian Federal Agency for Subsurface Use approved the Sadkinskaya-Severnaya coal mine in 2017.[2] According to the Russian Government's 'Programme for the Coal Industry Development to 2035' released in June 2020, due to the unfavourable economic situation, the completion of the construction has been shifted to 2024.[2] The cost of implementing the investment project is estimated at RUB7.5 billion.[2]

A public consultation was conducted for Phase-1 of the construction in late 2020[3]. The environmental assessment by the State Environment Agency Rosprirodnadzor commenced in July 2022.[4] However in October 2022, Rosprirodnadzor declined the project.[5]
