Background

Essar Bulk Terminal (Salaya) Limited entered into an agreement with the Gujarat Maritime Board in April 2013 to construct and use captive and associated marine infrastructure under a build-operate-maintain-transfer arrangement.[1]

The Salaya terminal began commercial operation in December 2017.[1][2]

The facility was developed at a reported cost of approximately ₹20.57 billion.[1] It was built principally to serve the thermal-coal handling requirements of power facilities in the Salaya area, although its equipment can accommodate several dry-bulk commodities.[1]

In May 2018, the terminal handled its first Capesize coal shipment.[3]

Terminal infrastructure

The terminal has an annual dry-bulk handling capacity of 20 million tonnes. Its marine infrastructure includes a fully mechanized berth approximately 380 metres long, a draft of 14 metres, two ship unloaders rated at 2,500 tonnes per hour each, and one ship loader rated at 1,500 tonnes per hour.[2]

A 12.8-kilometre conveyor connects the berth with the terminal's stockyard.[2] The facility also includes stacker-reclaimers and dust-suppression and dust-extraction systems. It is capable of handling coal, coke, bauxite, limestone, fertilizer and other dry-bulk commodities and has facilities for both importing and exporting cargo.[2]

The terminal handled 2.77 million tonnes of cargo during financial year 2023–24.[2]

Rail connection and proposed expansion

Essar Ports is developing a 16.5-kilometre rail connection between Salaya Port and India's national railway network under the PM Gati Shakti initiative. The connection is intended to provide access to the Western Dedicated Freight Corridor and improve the terminal's access to industrial customers in northwestern India.[4]

In December 2025, Essar said it was considering expanding Salaya by an additional 50 million tonnes per year and diversifying the port into containers and energy-related liquid cargo. The company had not announced a final investment decision or construction schedule for that expansion.[5]
