The Shree Digvijay Cement Sikka Terminal is an operating captive dry-bulk jetty at Digvijaygram near Sikka, Jamnagar district, Gujarat, India. The facility is owned and operated by Shree Digvijay Cement Company Limited and is used to import coal, clinker and other raw materials for the company's cement plant. It has also historically been used to export cement and clinker.[1]
Location
The terminal is located next to Shree Digvijay Cement's integrated cement plant at Digvijaygram, Sikka, in Jamnagar district, Gujarat.
Background
Shree Digvijay Cement began cement-manufacturing operations at Digvijaygram in 1944. The company operates a captive seaport as part of its road, rail and marine logistics network. According to the company, vessels of approximately 3,000–5,000 deadweight tonnes can use the jetty, while larger vessels anchor offshore and transfer cargo through lighterage operations.[2]
Government project documents describe the old jetty and lighterage facilities as dating from approximately the early 1950s. The existing lighterage facility receives cargo from mother vessels anchored approximately seven to ten kilometres offshore.[3]
The Gujarat Maritime Board classifies Shree Digvijay Cement's Sikka facility as a captive cement jetty developed to serve the company's import and export requirements.[4] A 2025 GMB asset-valuation document continues to list the Shree Digvijay Cement jetty separately from the Reliance jetties and single-point moorings located elsewhere at Sikka Port.[1]
Capacity and cargo
Government environmental-review documents in 2024 identify the existing authorized cargo-handling capacity of the lighterage jetty as 0.56 million tonnes per year.[3] In March 2026, Shree Digvijay Cement management stated that the jetty was fully operating for captive purposes and could handle approximately 2–2.5 million tonnes of cargo per year. Management said that the company was using the facility to import coal and clinker.[5]
The jetty currently operates principally as a captive facility. In March 2026, company management said it was discussing potential third-party cargo arrangements with nearby power and industrial users, but had not secured a regular commercial-cargo agreement.[5]
Proposed expansion
Shree Digvijay Cement has proposed increasing the capacity of the existing lighterage jetty to 5 mtpa. The proposed work includes strengthening the existing berth, improving the lighterage and road-transport systems, mechanizing cargo movement between the jetty and storage yard, deepening the channel and developing additional cargo-storage areas.[3]
Project documents identify coal as the principal proposed cargo, accounting for as much as 2 mtpa of the proposed 5 mtpa capacity. Other proposed cargoes include cement, clinker, gypsum, limestone, petroleum coke, fly ash, bauxite, sandstone, iron ore, sulfur, fertilizer, soda ash and alternative fuels and raw materials.[3]
In April 2024, the central Expert Appraisal Committee recommended granting terms of reference for the lighterage-jetty expansion. This recommendation permitted preparation of the environmental studies; it did not constitute final environmental clearance or indicate that construction had begun.[6]
The company has also proposed revamping its separate old jetty as a direct-berthing facility with 4 mtpa of mixed bulk-cargo capacity.[3]
Ownership
Shree Digvijay Cement was controlled by private-equity firm True North beginning in 2019. In 2025, India Resurgence Fund entities agreed to acquire control of the company from True North.[7] The company subsequently identified itself as part of India Resurgence Fund.[2]
